It's a bit funny that a translating tool has localization problems itself :). Changing program's language in Preferences doesn't work. Neither does editing the app's .ini file...

You can't change it in the app due to path issues. You need to edit the IniTranslatorPortableSettings.ini file within the Data\settings directory. This works and continues to work as you move PCs.

As I wrote, I changed entries in BOTH .ini files. Nothing worked, and the application resets both files to their defaults when run.

It just worked when I tested it here setting it to French. Are you using it with the PA.c Platform? If so, it should follow the language set in the platform automatically (the default setting). If it is not, that is a bug and should be reported in the Forums (this is just comments on a news story). In that report, please include install path, platform language, etc.
