I'm getting a 404 error when trying to the "Capture2TextPortable_4.6.3_English.paf.exe" file.

The correct link ends with "Capture2TextPortable_4.6.3.paf.exe" and not "Capture2TextPortable_4.6.3_English.paf.exe". Just erase the final "_English" part and it should work.
