I have a similar issue: can't install Firefox Dev Edition on Windows 10 and 7, different Networks, tried on two different days. Always aborts installer, giving me a 404...

Bad Link in Installer?

Fixed in 52 Rev 2

The original package was ing 51 and then upgrading to 52 with the internal updater. Once 51 was removed from Mozilla's servers, the s failed. This issue is fixed in 52 Rev 2. Apologies for the inconvenience.
