Are there any changes?

Installed and have been using KPP 1.06 for about 2 weeks now.

Any reason to upgrade?

I dont think so

The Launchers are the same, its just an official app now and not a prerelease.

What's different in portable version?

Kee was already portable, so what's different about the PortableApps version? Is it just repackaged as a paf for the suite launcher?

Nope

It also updates the last used directory so that the setting is portable. This way, you can set Kee Portable to automatically open your database on each launch. it's explained on the page:
